PebbleCreek Homeowners’ Association Board of Directors Meeting, Wednesday, February 17, 2016

Tuscany Falls Ballroom; 11:00 a.m.

Present: John Kiekbusch/President/PCHOA, Gregg Clymer/Vice-President/PCHOA, Sherry Gonzales/Director/PCHOA, Jack Sarsam/Treasurer/PCHOA and George Atwell/Secretary/PCHOA.

Call to order and introductions by John Kiekbusch/President/PCHOA.

Motion by: Gregg Clymer to approve the proposed draft of the January 20, 2016 Board of Directors meeting minutes, seconded by Sherry Gonzales. Unanimously approved except for Jack Sarsam who recused himself since he did not attend the January 20, 2016 Board meeting.

Employee of the month acknowledgement: Tayler Gonzales/Food & Beverage.

John Kiekbusch read the request for nomination from Bob Schimelpfening from the Roadrunners Golf Group. On Monday, January 18, 2016, one of our golfers passed out while on the patio at Tuscany’s clubhouse. Tayler arrived immediately with an AED (which fortunately she did not have to use). Tayler dialed 911, directed the fire department to the man and then waited with their group throughout the process providing support to them. All the Roadrunner’s Golf Group wants to commend Tayler for her prompt, caring and professional response. “Thank you; well done.”

John Kiekbusch: Not on the agenda today I would like to announce on behalf of the Board, that the proposed election regarding the Community Asset Improvement Fee that was planned to begin in March has been deferred. An announcement to this effect has been posted on the HOA website. The Board’s priorities in the coming months will be completion of the external review of our Reserve Fund and review of the operations of HOA departments. A referendum on the fee amendment may be held at a future date.

Jack Sarsam: The developer, because of the divisions and angst, has pulled back on this initiative until such time everyone understands what the election is all about. We feel it is unfair to the Community at this time. We agree with the postponement.

Sherry Gonzales: I was part of the team that helped develop this proposal. I am disappointed that so much of the proposal has been lost in rhetoric; however, this has given us room for healthy talks, both pros and cons regarding Reserve evaluations. Thank you all for your homeowner input, even though it was a little contentious at times.

Bill Barnard/General Manager Report: GM report was presented by Mr. Barnard and will be available for viewing on the PCHOA website pebblecreekhoa.org>HOA Board. Copies of the report will be available upon request.

Marion Moskal/Finance Operations Manager Report: The finance report will be available for viewing on the PCHOA website pebblecreekhoa.org>HOA Board. Copies of the report will be available upon request.

Question/Comments:

Tim Kasparek: Why do you include income from the Villas in your report when they have their own association?

Marion Moskal: Because they pay PCHOA dues just as you do. They also pay another fee for maintenance to the Villas association.

Director of Golf/Jason Whitehill: Report and Proposal/Authorization for approval of a $24,000 contract with Golf Course Architect/Gary Brawley for preparation of a master plan for renovation of the Eagle’s Nest Golf Course. The report and proposal will be available for viewing on the PCHOA website pebblecreekhoa.org>HOA Board. Copies of the report will be available upon request.

Question/Comments:

Steve Shaffer: Who is this Gary Brawley and what is his expertise? Why was he chosen? How soon will the plan be completed?

Jason Whitehill: Gary has been in practice as a golf course architect for 20 years with all but one of those years based in the Southwest. The firm has worked on numerous courses in the Sun City area as well as Sedona. Gary provides a comprehensive understanding of golf course design and renovation that is evident in the turn-key approach he provides to the owner. This proposal would be for the Master Plan documents only, not the actual work that will be done if we would so choose to move forward with the renovation. The Master Plan would be completed in about three or four months.

Motion by: Gregg Clymer to approve the $24,000 Golf Course Master Plan Design Team Proposal with Golf Course Architect/Gary Brawley, seconded by Sherry Gonzales. Unanimously approved.

Motion by: Sherry Gonzales to approve Section 9.2 of the PCHOA Rules to bring Section 9.2 “Guide Dogs” into compliance with federal and state regulations to read “Service Animals” when accompanied by a disabled person, service animals as defined by the Americans with Disabilities Act or Arizona Revised Statutes, are permitted access to any area to which the disabled person is permitted access. Since this is a statutory change, a Community meeting is not required, seconded by Gregg Clymer. Unanimously approved.

Questions/Comments:

Martin West: Poor Service at Toscana’s Grill. I have been here since 2014 and the service has continued to get worse. Sixteen of us made reservations and sat outside on the Patio. Friday was the climax of these two years of frustration. Our dinner order was lost and we had to ask to see someone from management because no one came over to talk to us. No one had followed up on the order. Taco Tuesday service is consistently bad. What is the Board going to do about it? Give Bill the tools he needs to run the restaurants.

John Kiekbusch: We are aware of this situation. You had made a reservation for the Toscana’s Board Room and we had a server ready to serve you there. You decided to sit out on the patio. Granted part of the problem was in information not being given to the server in the Board Room. We are interviewing two or three people for the Manager’s job at Toscana’s. We want the restaurants to run as efficiently as they can. Comment cards are being looked at and considered for content.

Martin West: Price is not an issue in my comments. This is all about two years of frustration.

Bill Barnard: As John said the search is on for a Manager at Toscana’s Restaurant. I apologize for any errors made by the F&B staff on Friday. We are hopeful we can find the right person. It is a challenge and one that we are addressing through better training. We also read the comment cards and while most are positive we do respond to those that are not. Customer service is our focus. I hope we can find someone next week.

Mark Pelletier: Report on Mulberry and 159th there is no fencing/wall around the drainage flue. I realize it is not  a secure area.

Director Comments:

George Atwell: I want to thank everyone who works in the F&B area. It is a challenge in the entire F&B industry to attract and retain staff. F&B is losing its luster as a job. Here we do not have a transient clientele. The biggest challenge is to find people who want to work for you the homeowner not just for themselves. Training is a challenge in all our communities. We are looking for a Manager to bring that training to your restaurant. We want you to be happy. We need to find managers that want to work for us. People do not realize what we are all about until they come in here. We want longevity in our staff and therefore pay them more than Arizona minimum wage. We want the kid who wants to work. (Someone hollered out, “Do you have dishwashers here?” Yes, of course we do. Thank you all for coming.

Sherry Gonzales: Thank you all for coming. I have noticed that the Board Meetings have become more popular and better attended showing a strong interest by our homeowners.

Jack Sarsam: I had a discussion with the CEO of AAM a company involved in some 600 communities and they too see their No. 1 challenge is finding staffing for their restaurants. People just don’t want to work in restaurants anymore.

Gregg Clymer: Gregg pointed out that the GM report by Bill Barnard alluded to all the things our staff is working on. He expressed that our staff does an excellent job.

John Kiekbusch: We appreciate your attendance and hearing from you helps us figure out where we go with this community. This is a huge operation. There are no easy answers to complicated questions. Thank you for coming.

Motion to adjourn by Gregg Clymer, seconded by Sherry Gonzales. Unanimously approved.
