PCHOA Board of Directors meeting minutes – January 20

Wednesday, January 20, 2016, Tuscany Falls Ballroom, 11:00 a.m.

Present: John Kiekbusch/President/PCHOA, Gregg Clymer/Vice-President/PCHOA, Sherry Gonzales/Director/PCHOA and George Atwell/Secretary/PCHOA.

Call to Order and introductions by John Kiekbusch/President/PCHOA and a welcome to Sherry Gonzales the newest member to the Board.

Motion by Gregg Clymer to approve the proposed draft of the December 16, 2015, Board of Directors meeting minutes, seconded by Sherry Gonzales. Unanimously approved.

Resident Commendation presented by John Kiekbusch/President/PCHOA to Bill Kafitz/resident of PebbleCreek in recognition of his swift and skilled response to a critical medical incident on July 11, 2015, resulting in life saving treatment to a PebbleCreek resident at Toscana’s. Mr. Kafitz had just completed his EMT course and with the help of our Director of Food & Beverage Melissa Gonzales used the AED and was able to stabilize the resident until he was transported to the hospital. Happily, that resident is still with us. Mr. Kafitz thanked the Board and went on to say “I hope I never have to do this again.”

Question: Comments:

Angelo Renna: Where can I find the financials?

Marion Moskal: PebbleNews this past Monday said the financials can be found on the HOA website for 2013, 14 and 15 as well as the budget for 2016. There is a link to take you to the archives for years 2010 through 2013.

Angelo Renna: What about the 5% Management Fee we pay Robson? We will pay him $862K this year. The fee keeps on going until build out and an additional 15 year after that. Perhaps 5% was appropriate in 1992 but felt that it should be revisited. What are we getting for that money? Hope someone is looking into this; maybe this is too high, maybe not. I would be happy to serve.

Cindy Graham: How much money came out of the Reserve Fund for the improvements that were made? Do we have a list of those projects? How much was withdrawn? I do not understand why the purchase of new chairs, for example, wouldn’t have been a capital expense.

Marion Moskal: We have a listing of all the projects funded from the Reserve Fund. That would be $1,103 million.

PCHOA Long Range Plan Report: Ken Prom/Finance Operations. A slide presentation was done by Mr. Prom on the PCHOA Long Range Plan. The PCHOA Long Range Plan will be available for viewing on the PCHOA website pebblecreekhoa.org>HOA Board. Mr. Prom introduced Mr. Larry McVey of the IAG (Investment Advisory Group). The IAG is comprised of several residents with successful financial careers who work to improve our yield on investment and study the Reserve Fund strength. Mr. McVey’s report will be available on the PCHOA website pebblecreekhoa.org>

Strategic Planning Committee F&B report: Bob Paine/Chair/SPC: Mr. Paine reported on the recommendations of the Strategic Planning Committee following a year-long study of our Food & Beverage operations. Mr. Paine’s report will be available on the PCHOA website pebblecreekhoa.org>HOA Board.

Director of F& B. Melissa Gonzales report/implementation of SPC recommendations: The report may be viewed on the PCHOA website pebblecreekhoa.org>HOA Board.

Motion by Sherry Gonzales to approve the recommendations presented by Bob Paine/Chair of the SPC, seconded by Gregg Clymer. Unanimously approved.

Motion by Gregg Clymer to approve the proposed Election Committee Charter, Robert Young as Chair of the Committee and members: Arlis Legler, John Gimon, Rosemary Holmes and Laura Measles, all in good standing at presentation with the PCHOA, seconded by Sherry Gonzales. Unanimously approved.

Motion by Sherry Gonzales to approve the proposed new volunteer to the ALC, John Sigman, seconded by Gregg Clymer. Unanimously approved.

Motion by Sherry Gonzales to approve the proposed new club application and By-Laws for Flair Friendship Club of PebbleCreek, seconded by Gregg Clymer. Unanimously approved.

Resident Questions/Comments:

Paul Lipton thanked the SPC for all their hard work on the F&B report. He said a great marketing tool that may be overlooked is the fact that homeowners get a 10% discount in the restaurants when they charge to their HO cards. Many people are totally unaware of this feature. Perhaps we could use this as some F&B advertising. He complimented the department on terrific meals and great treatment he has received at the restaurants. It was also pointed out by another in the audience that when we use our HO card we are also avoiding the expense that is charged when Visa or other charge cards are used.

A homeowner questioned why only Toscana’s gets charged for utilities while other restaurants are not charged. She thought this is a burden Toscana’s should not have.

John Kiekbusch replied that it is a free standing facility while the other F&B outlets are part of clubhouses or amenities. Our finance unit tracks these expenses.

Director Comments:

George Atwell: Thank you all for coming and thanked the volunteers for all the hours and hard work that they put in. They all live here and really care about the community.

Sherry Gonzales: This is the first time I get to speak. I would like to thank Marion, Ken and Larry for all their hard work. I hope that the financial analysis that was presented today will be helpful in not only understanding the Community Asset Improvement Fund but also correct any misinformation out there.

Gregg Clymer: Welcome Sherry. Thank you all for coming. Two of the most important roles we have as a Board are to be fiducially responsible and to try and ensure that every day when you wake up to feel that PebbleCreek is still the premier community that it was when you first drove through the gates and decided to make this your home.

John Kiekbusch: Thank you all for coming. I would like to ask all of you to consider making yourselves available as volunteers within the community. Wouldn’t that be great? I am asking for free stuff. Having resident CPA’s and bank presidents working without pay to improve our community is a huge benefit. Get involved.
