Architecture & Landscape Committee Information
The ALC’s mission is to uphold the visual harmonious character of PebbleCreek. Permits are required when homeowners wish to change the exterior appearance of property such as landscaping, placement of walls, trellises, sunscreens, storage sheds, doors, signs, yard art, flagpoles, shutters, lighting, awnings, etc. The ALC reviews all those permit requests. Under PCHOA Board review, the ALC also adopts, amends and repeals the Architectural Guidelines as needed. The ALC keeps a current list of contractors that are Arizona licensed and bonded to do work in PebbleCreek. Homeowners may get a copy of the ALC Guidelines, permit forms, the Contractors’ List and other information at the ALC office and online on the PebbleCreek HOA website. The ALC office is located in the Tuscany Falls Clubhouse, to the left of the Front Desk, and is open to residents and contractors on Tuesday, Wednesday and Friday, 8:30-12 p.m.

PebbleCreek Channel 22
PebbleCreek Channel 22 (PC-TV CH22) broadcasts to residents of PebbleCreek using Cox Cablevision Channel 22, and is provided free of charge. As the channel is provided to the community free of charge by Cox Cablevision, you must be a Cox subscriber to receive the programming. PC-TV CH22 is staffed completely by volunteers and its goal is to provide information, education, and entertainment to the residents of PebbleCreek. All HOA chartered organizations, clubs, or committees are eligible to have their material broadcast to the community to promote meetings, events, or entertainment performances including dates and times of meetings, performances, or ticket sales and any other PebbleCreek approved activity. Forms for groups wanting to have information posted on CH22 are available at the front desk at Eagle’s Nest Clubhouse. Deadline for submissions is Friday noon for following week airing. Text length should not exceed 30 words.

Common Areas and Parks
Common Areas are all land within PebbleCreek that are made available for use primarily by Members of the Association.
(a) Authorized Users: Sunrise Park will be available for use by Residents and Resident Visitors. There will be no fees for use of Sunrise Park. Resident Visitors may use the park only when accompanied by a Resident. Park hours will be 8 a.m. to 10 p.m. for organized events.
(b) Reservations: A reservation book for the Ramada is located at the front desk at Eagle’s Nest Clubhouse. Sign up must be in person. All group functions are for a minimum of four.
Cleanup is the responsibility of the group using the park. Pets must be on a leash and pet owners must stay on the walkways and clean-up after their pets.

Dress Code for Clubhouses
In order to maintain a country club atmosphere in our facilities shirts, blouses, pants, skirts, dresses, or shorts are required for all members and their guests. Shorts must have a minimum four (4) inch inseam. Athletic-type shorts and shorts with inseams of less than four (4) inches require cover pants. Clothing covering the torso must be worn over swimwear when inside all facilities except the locker rooms and when on the patio/grill area. Tennis and golf clothes are appropriate, except golf shoes with metal spikes are not permitted.

Emergency Information – AED
PebbleCreek Resort Community has Automated External Defibrillators located in the both Clubhouses, Creative Arts Building, and Roving Patrol. These devices are essential for use in cases of sudden cardiac arrest and are available for use by trained individuals. Many of PebbleCreek’s Clubhouse employees and patrol personnel are trained and certified in CPR and AED utilization. 911 MUST ALWAYS BE CALLED FIRST. CPR and AED training sessions are held periodically at PebbleCreek, providing residents with an opportunity to become certified.

Fitness Centers
Fitness Centers are available for Residents and Resident Visitors (with Guest Passes). Residents need to present their Robson ID card upon entrance.
The fitness centers are open varying hours, 7 days a week. Personal trainers provide assistance at each facility at scheduled times, and are available for hire for specific on-on-one training. Facility orientations are held at both fitness areas. Please call 935-6740 (Tuscany Falls Fitness Center) or 935-6783 (Eagles Nest Fitness Area) to sign up for an orientation or for additional information.

Appropriate workout clothing and athletic shoes are required of users. Clothing must not present a safety hazard while using the equipment. The supervisor on duty will notify users if their clothing or shoes are not appropriate, and has the authority to refuse use of the facility to anyone not complying with the dress code. T-shirts, mid-length shorts (no belts or buckles), warm-up pants/suits, and sneakers are suggested. Halter tops, sports bras worn alone, half shirts, and muscle shirts (with gaping arm openings) are not appropriate. Full coverage athletic shoes are required, sandals and street shoes are not appropriate.

General Golf Information
There are 45 holes of golf available to you as a property owner in PCHOA #1. The Eagle’s Nest Pro Shop can be reached at 935-6750 and Tuscany Falls at 536-2491. All golfers are urged to carry cell phones for emergency use when on the golf course. Casual cell phone usage is adamantly discouraged while on the course.

Memberships in the following associations are available to property owners in good standing in PCHOA #1; applications are available at each Pro Shop.

Golf Carts
Rental: A limited number of rental golf carts are available at the Pro Shop. For fees and further information please call the Pro Shop. Private: Privately owned golf carts are permitted on the golf course. Some fees may apply. Carts must be legally registered with PebbleCreek.

Golf Cart Operation Rules

  • Carts must follow the golf course rules.
  • Occupancy in a golf cart must be limited to two persons and two golf bags.
  • Non-golfing passengers must be over 10 years of age and registered in the Pro Shop prior to play.
  • Only those persons with a valid driver’s license may drive golf carts.

Golf Course and Driving Range Dress Code
This dress code applies to all persons using the golf courses and practice facilities. Please inform your guests of the dress code.
Proper attire – Ladies: Golf shorts and skorts no shorter than mid-thigh, pants, tank tops with a minimum 2″ shoulder strap, shirts with or without collars and without slogans, including mock and regular turtleneck are permitted. Short shorts, blue jean pants or shorts/cutoffs, shirts with slogans, halter or tube tops, spaghetti straps, swimwear, tennis attire, workout style apparel and flannel sweat pants are not permitted on the golf courses or practice facilities.

Proper attire – Mens: Golf shorts no shorter than mid-thigh, pants; collared or crew neck, mock and regular turtleneck shirts with or without name or logo of manafacturer or golf/country club and without slogans are permitted. Blue jean pants or shorts/cutoffs, shirts with slogans, swimwear, tennis attire, workout style apparel and flannel sweat pants are not permitted on the golf courses or practice facilities.

Shoes: Shoes must be worn on the golf courses and the practice areas. They must be soft-spike golf shoes, sneakers or rubber-soled shoes. Any footwear that would damage the greens is strictly prohibited.

Enforcement: The Director of Golf, Golf Professionals and staffs shall consistently enforce the dress code and deny access to the golf courses and practice facilities to persons not in compliance.

Golf Lessons
PGA golf professionals are available for private lessons. Additional information may be obtained by calling the Eagle’s Nest Pro Shop, 935-6750 or Tuscany Falls at 536-2491.

Green Fees
Annual Green Fees are available to property owners in good standing with PCHOA. The annual golfing year is January 1st through December 31st. Additional information concerning green fees may be obtained at the homeowner’s office or Pro Shop. Homeowner Green Fees: Homeowner green fees are available to property owners living in PCHOA. Guest Fees: Applies to renters, general public, homeowner family members and guests.

Green Fee Rates
Annual Rates: Annual rate schedules (the price for annual golf packages) are available to all property owners in PCHOA. The golfing year begins January 1st and runs through December 31st of the same year. Rate schedules may be picked up at the Pro Shop.

Daily Rate: Daily rate schedules vary during the seasons and may be picked up at the Pro Shop.

Guest Policies
Guests should have a guest card and when checking in, present this card to the starter. Guest cards are available at the reception desk in the Eagle’s Nest Clubhouse. Guests must be 16 years of age or older to play golf. Golfers under 16 must have written permission from the golf professional before checking in with the starter. Guests are not permitted to make starting times through the automated tee time system.

Practice Range
The Eagle’s Nest and Tuscany Falls Practice Ranges are located east of the clubhouse. Tokens are sold at Eagle’s Nest Pro Shop and Tuscany Falls. Range balls and baskets are not to leave the range area. The range will be closed periodically for maintenance and mowing. Check the Pro Shop for posted signs or schedules.

Golf Cart Usage on the Street

  • Golf carts must have Arizona license plates when used on public streets and thoroughfares. For further information you may call the Motor Vehicle Division, 602-255-0072.
  • “Disabled” stickers for golf carts are available upon request at the clubhouse, with proof of qualification. They are to be used on golf carts in place of a hanging sign.
  • ONLY licensed drivers may drive golf carts – NO CHILDREN PLEASE.
  • Segway Human Transporters, Electric and new 4-cycle gas carts are allowed on the golf course.
  • Only carts used by golfers are permitted on the golf course.
  • When using your cart for transportation around PebbleCreek please keep to the right on the streets so cars can pass. Use proper hand signals. DO NOT leave keys in the carts (for your own protection).

Golf Course Rules
Persons owning, occupying or using any Lot or other area adjoining the golf courses and practice facilities are deemed to have assumed the risks of personal injury and property damage resulting from golf balls hit onto such Lot or other area by persons playing golf on the golf courses and practice facilities. However, common courtesy and golf etiquette encourage golfers to voluntarily assume responsibility for damage or injury they cause.

  • Unless otherwise approved by the Board or its designee, the golf courses and the golf course cart paths are restricted for golf play only.
  • Authorized golf course personnel and persons who have checked-in at the Pro Shops and have been approved to play golf, are allowed on the golf course cart paths. Roadways are to be used when traveling to and from clubhouse areas.
  • Golf balls are out of bounds and lost if they fall onto private property during play. Golfers may not enter private property to retrieve golf balls.
  • No fishing in golf course lakes. No pets allowed on the golf course. For your safety – no jogging, walking or bicycling is permitted on the cart paths of the golf course.
  • You may retrieve only your golf ball hit into the lakes during play. All other balls are the property of the golf course. Carts are to stay within 50 feet of the green. Do not drive around the green on the opposite side of the cart path. Playing time for 18 holes shall be four hours or less.

Making Tee Times and Check-In Procedures

  • Have the names of all players when making a tee time.
  • In any tee time with less than a foursome, the Pro Shop will fill the vacancies.
  • Foursomes have priority on all golf courses.
  • If you find it necessary to cancel a tee time, notify the Pro Shop at least two hours before your tee time.
  • Check in at least 15 minutes prior to your tee time.
  • Golfers must start on No. 1 tee unless authorized to do otherwise by the starter.
  • Have proper identification and present this to the starter (in person).
  • The golf course superintendent determines weather delays or closures. In his absence, management assumes the responsibility.
  • Frost Delays: Please do not call before sunrise. Appoint one member of your foursome to call for information. Be early for your rescheduled time. Sometimes cancellations speed up starting times. The Pro Shop will try to keep golfers informed of frost delay times; however, the responsibility to be present when called to the tee is that of the golfer.

Tournament Play
The golf professionals conduct social golf tournaments; a calendar is available in the Pro Shop. Participants must be property owners in PCHOA and have a current AGA handicap. The men’s and women’s golf associations have a regular schedule of tournaments conducted for their members only. All other tournaments must be sanctioned by the head golf professional and approved by the management of PCHOA.

Identification Cards
Facility users should be prepared to show their homeowner identification card. Cards may be obtained as follows:
Homeowner and Associate Member: Permanent Homeowner identification cards are provided. Contact the Front Desk for information on replacement of lost cards.

Resident Visitor: Resident Visitor identification cards may be obtained at Clubhouse offices during regular office hours. A maximum of 6 guests will be permitted for each PebbleCreek residence at one time without prior permission of the Board or its designee.

Tenant: Tenant identification cards may be obtained at the clubhouse offices by turning in the Homeowner’s identification card in exchange for the Tenant identification card.

Robson Visitor: Robson Visitor identification cards are issued by the Robson sales office.

Patrol – Non-Resident Entry and Solicitors
The City of Goodyear police and other law enforcement agencies handle criminal law violations within PebbleCreek and can be called upon to handle vehicle related violations that are also covered by city or state law. The Patrol reports directly to the PCHOA Board of Directors.

Authority
Patrol officers are private security guards that perform their duties as agents of the Association for the benefit of Residents. The Patrol officers do not have the powers or authority of police officers. However, the Patrol does have the power and authority to enforce the CC&Rs, By-Laws, Articles, the Rules and the ALC Guidelines.

Availability
The Patrol provides service, 24 hours per day, seven days per week to Residents. The Patrol’s presence is intended to discourage crime within our community and to assist the community. RFID tags
The Patrol is responsible for the installation of the Radio FrequencyIdentification Tags on residents’ automobiles, recreational vehicles, motorcycles, and golf cart windshields. RFID tags allow automated entry through the PebbleCreek entrance gates. The first RFID tag installed for each homeowner is free. For subsequent ones installed or replaced a fee is charged. Appointments for an RFID are made at EN front desk. Homeowner should bring vehicle registration and homeowner ID card.

PebbleCreek Post Newspaper
The PebbleCreek Post is a free monthly newspaper published by Robson Publishing for the residents of the community. Residents and staff members generate articles. Subjects covered are general news, feature stories, club reports, sports and recreation activities, religious functions, calendars of current events and entertainment. Editorial content from clubs and organizations must be limited to approximately 400 words or less. News articles, photographs and display advertising must be submitted to Robson Publishing office by the 13th day of each month or the Friday before, should the 13th fall on a weekend. Articles and photos may be emailed directly to Robson Publishing at [email protected]. Classified advertising needs to be submitted by the 10th day of each month. To receive the Post by mail during the summer months or extended vacations (more than one month), please notify Robson Publishing office at 480-895-4216 with your address change and a return date, one month prior to departure. To assure resident confidential information is not compromised, authorized users are prohibited from permitting others to gain access to the website by giving their user name or password to others. Pets
Dogs, cats and other animals must be kept on a 6-foot leash when not confined to the owner’s lot or property. It is the responsibility of each pet owner to remove any droppings from their pets immediately. This includes on private property, common areas, sidewalks, etc. Pets are not allowed on the private property of neighbors unless the pet is being carried or the neighbor permits. This includes the utility easement area that starts at the curb. You are required to have your pets licensed. For information, contact the Maricopa County Animal Control, 602-506-7387.

The PebbleCreek Source Book is the official telephone directory and community guide for the residents of PebbleCreek. Homeowners who choose to have a listing or have any changes to the PebbleCreek Source Book telephone listing must submit the coupon, located in the front of this book, to Robson Publishing, 9532 East Riggs Road, Sun Lakes, AZ 85248, or call 480-895-4287 by October 1, 2009. Additionally, this form can be found on the homeowner website under e-forms. Homeowners who wish to have their email address published, must update their information every year. The source books are published on an annual basis and will be available in January.

Pickleball, Bocce Ball and Horseshoes
The pickleball, bocce ball, and horseshoe facilities are available for use by Residents and Resident Visitors when accompanied by a Resident. Members of teams in any league(s) must be Residents.

  • Hours: Individual horseshoe and bocce courts are open for play from 6:30 a.m. to 10 p.m. Hours are 8 a.m. to 10 p.m. for organized events.
  • Reservations: The horseshoe and bocce courts may be reserved in advance for group functions. Reservation books are located at the courts. Sign in must be in person and no telephone calls to clubhouse offices will be accepted. All group functions are for a minimum of four.
  • Time Limits: Play will be limited to one and one half hours if there are other Residents waiting to use a court.

Rules for the Community
The Rules and Regulations for PebbleCreek Resort Community have been carefully considered and adopted for the community, golf course, clubhouse, arts and crafts building, sports center, pools, bocce ball, Pickleball, tennis courts and all other facilities. Amendments, deletions or additions submitted through the Rules Compliance Committee may be implemented as approved by the Board of Directors of the PCHOA#1. These rules and regulations shall be binding on the homeowners, their guests, renters or lessee tenants, contractors, subcontractors and vendors when they are present within the PebbleCreek Resort Community. We request your faithful compliance so we may enjoy the benefits of our community and its facilities. We encourage members to offer suggestions on ways that PebbleCreek Resort Community can be further improved. Suggestions may be directed to the board of directors, Facilities Manager or the Rules Compliance Committee.

Rules for Dust Control
If you’ve recently invested in a leaf blower, maybe you’ve gone to your local Home Store or you’ve got one from thebestleafblowers.com, you need to know the rules in your State regarding the gardening tool. For example, in this companies case… we ensure that we comply with Maricopa County ordinances PebbleCreek has adopted some Dust Control Rules. It is against the rules to operate a leaf blower in a manner that causes landscape debris or dirt to be blown onto a roadway or a vacant lot. Parking a vehicle on vacant lots is prohibited. Creating “track-out,” which is the transfer by vehicle of dust or dirt from land onto a paved roadway must be cleaned up immediately. Homeowners are responsible for all work performed on their property by landscapers, other contractors, and themselves to insure that the Dust Control Rules are not violated. RV Parking
A Resident’s RV may be parked on the street in front of the Resident’s residence to load, unload or to clean the vehicle for up to 48 hours within any 7 day period. A Visitor’s RV may not be parked on the street or on a driveway overnight. Parking Lot (A) north of the Eagle’s Nest Clubhouse may be used for overnight parking of an RV. A Visitor’s entry pass must be properly displayed in the RV, and the Patrol must be provided with the Visitor’s and the RV owner’s names, locations and telephone numbers where they can be reached. An unidentified RV may be removed at the owner’s expense. Parking in this location is limited to 48 hours in any 7-day period. Sleeping in an RV is prohibited while parked in PebbleCreek.

RV Storage
Long-term RV storage spaces are available. Direct any questions to Nancy at 935-4112 or in writing to: 16443 W. Indian School Rd., Goodyear, AZ 85395. The RV Storage lot has a dump station and water, but no electricity. RV Storage spaces are on a fee basis. Hook ups and nightly stays are not available.

Swimming Pool and Spa Rules
The Swimming Pools and Spas are for the use of Residents, Resident Visitors and Robson Preferred Guests with valid PebbleCreek identification cards. A maximum of 6 Resident Visitors are permitted for each PebbleCreek residence at one time without prior permission of the Board or its designee. Children under the age of 2 years are not permitted in any pools or spas. There are no lifeguards on duty. Swimming is at the user’s risk. Residents must advise their Resident Visitors and monitor them while in the pool. All persons using the pools and spas are required to comply with posted directives.

The pools and spas are open daily between the hours of 5am and 11pm. Children under 18 years are not permitted to use the indoor pool at Tuscany Falls, the lap pool at Eagle’s Nest, or the spas. Children 8 thru 17 years are permitted to swim in the Eagle’s Nest main pool only from 9am to 1pm and in the outdoor pool at Tuscany Falls only from 1pm to 5pm but must be accompanied by an adult.

Children 2 thru 7 years are only permitted to use the main pool at Eagle’s Nest and the outdoor pool at Tuscany Falls during designated holiday periods: Thanksgiving, Christmas and Easter, and the seven days before and seven days after those holidays. Holiday period hours are 9am to 11am and 3pm to 5 pm. Other periods or times may be determined at the discretion of the Board or its designee. An adult must accompany the children at all times. Children who are not toilet trained and who still require diapers are required to wear waterproof swim pants.

Only lap swimming is permitted in the Eagle’s Nest lap pool. Lap swimming has priority in roped off pool areas in the main pools at Tuscany Falls, or as determined by the Board or its designee. The time limit for lap swimming is 30 minutes.

Use of Children’s Pool
The Tuscany Falls children’s pool is available for use by children 2 thru 7 years of age. Children who are not toilet trained and who still require diapers are required to wear waterproof swim pants. Children must be accompanied by an adult, with one adult accompanying no more than 3 children. Children are allowed in the pool from 9am to 5pm, or at other times as determined at the discretion of the Board or its designee.

Group and Association Events
Any Resident, committee, or club may schedule a special event at a pool without a facilities charge through the Board or its designee. The pool will remain open to all residents and their guests for use of the pool during the time of any scheduled special event. Residents, committees and clubs may arrange, through the Board or its designee, for food and/or bar service at the pool for those attending a special event. Food and bar service provided through such an arrangement will not be available to other Residents and Visitors using the pool but not participating in the special event.
Restrictions: All persons using the pools are required to shower before entering. Only waterproof sunscreens are permissible. Rowdiness, diving, running, or jumping into the pool is dangerous and is not permitted. Two fun noodles or one fun noodle with nylon webbing for seating per person are permitted but cannot be configured or utilized in such a way as to create a raft for horizontal lounging. One set of water wings per person and arm flotation bands for small children are permitted. Glass containers are not permitted in the pool or spa areas. Food and beverages are not permitted in the pools. Proper swimming attire must be worn. Cut offs, jeans, or street clothes are not allowed. Nude swimming is not allowed. All persons using the pools and spas are required to comply with posted directives. Persons with open wounds or sores may not use the pool.

If you observe any violation of these rules, you should contact the Fitness Center Manager on duty or call the patrol. These rules were approved by the PCHOA Board of Directors in December 2007 after the Rules Compliance Committee held numerous meetings following notices posted for a combined 60+ days on the bulletin boards, the PCHOA website, channel 22, the Post and the Pipeline and by two public meetings to receive input from homeowners.

Tennis Court Rules
The tennis courts and backboard are available for use by residents and resident visitors. Members of teams in any league(s) must be residents. Tennis lessons are offered under the auspices of the Tennis Club. Students arranging their own instruction must verify that their tennis instructor has signed a contract with the Association. At peak hours, lessons can be given only on the stadium court. Sign-ups for lessons can and should be made prior to the 7-day reservation rule.

  • Hours: Hours of playing time: 6:30 a.m. to 10:00 p.m.
  • Reservations: Sign-up sheets for court times are at the Eagles Nest Tennis Center and Tuscany Falls Sports Building. Reservations may be made up to 7 days in advance. All names must be listed on the reservation sheet: four (4) names for doubles and two (2) names for singles. (Reservations made prior to 7 days are invalid.)

Drop-in Tennis: Ladies’ and Men’s drop-in tennis will be on designated days, courts, and times as posted at Eagles Nest Tennis Center and Tuscany Falls Sports Building. (Times change seasonally. Check reservation sheets.) If there is no play on one of the allotted courts and there is a group waiting to play, this group may proceed to play on the drop-in court but must relinquish the court after the game in progress is finished if drop-in players arrive. The intent is to get new or unattached players involved.

  • Acceptable Attire: T-shirts, golf shirts, shorts, warm-up suits, tennis shirts, skirts, and dresses are acceptable. No cutoffs are permitted. Shirts must be worn at all times.
  • Footwear: Only tennis shoes may be worn while on the tennis courts.
  • Playing time: These times are in effect if players are waiting; otherwise, playing time is unlimited. The sign-up board is located in the Eagle’s Nest Tennis Center and Tuscany Falls Sports Building. Doubles – 1 1/2 hours, Singles – 1 hour

Walking in PebbleCreek
While walking in the street, please walk facing traffic and not more than two abreast. If walking during darkness, please wear light colored clothing, carry a flashlight and carry reflectors.
